Serious Road Traffic Collision - A9 Cromarty Bridge - 4.30pm
Northern Constabulary are currently in attendance at a serious
three-vehicle road traffic collision on the A9 at Cromarty Bridge. The
collision involved two cars and one lorry and a total of five people
have been involved in the incident. Sadly one person has been fatally
injured as a result of this collision, and the further four have been
taken to Raigmore Hospital for treatment for injuries with only one
thought to be serious at this point.
The road is closed in both directions and there are diversions in place,
however members of the public are asked to allow extra time for their
journey. It is expected that the road will remain closed for a
considerable period of time.
The collision happened approximately 1515 hours today and Northern
Constabulary are appealing to anyone who was in the area and witnessed

whereby a garden wall has been damaged at Golf View Place, Lybster. This
incident occured between 1700hrs on Thursday 20th December 2007 and

Failure To Report Accident Cliff Face Near South Head
Police in Wick are appealing for witnesses in connection with a fail to
stop and report road accident. About 1600hrs on 17th December 2007 a
section of wooden fencing was found damaged on the unclassified road
which extends from Wellington street to South Head Wick. The fence
appears to have been hit by a vehicle and as a result a post and several
spars were broken. Beyond this fence there is a cliff face and
considerable drop to the sea. As a result of finding the damage a search
of the cliff top and bottom was carried out by Wick Coastguard. Nothing
untoward was found. This area is frequented by members of the public out
walking their dogs. Anyone who may have been out walking or has any
information regarding this incident or seen anyone suspicious in the

IF DRINK DRIVING IS SOMETHING PEOPLE THINK THEY WILL GET AWAY WITH
POLICE REMIND THEM TO THINK AGAIN
POLICE are warning those who believe they will get away with drink or
drug driving to think again as week two the Festive Road Safety campaign
ends.
Northern Constabulary officers detected 18 drink
drivers during week two of the campaign, which shows that some drivers
are still willing to risk their own and the lives of other road users.
Northern Constabulary launched its annual Festive
Road Safety Campaign on Friday 7 December and asked people to think
about how much they could lose by drinking and driving.
The Force will continue to carry out intelligence-led
patrols and will be out in numbers across the Festive period and beyond
to detect drink drivers, as well as those taking part in the equally
dangerous practice of drug driving.
Inspector John Smith, head of the Forces Road
Policing Section, said: "This week's figures show that our extra patrols
are having an effect.
"A greater number of drivers are being stopped,
breathalysed and found to be over the legal limit.
"If the perception by some is that it's worth the
risk and they think they won't be caught we are advising drivers to
think again. Don't risk it." He added: "Our pro-activity in relation to
drink and drug driving will continue during and beyond the festive
period."
A recent Scottish Government statistic has revealed
that you are more likely to be caught drink driving in the Highlands and
Islands than anywhere else in Scotland. Per 10,000 of the population (in
2006/07) 32 people were detected drink driving in Highlands and Islands
compared to the national average of 23.
Officers in Orkney detected a 36-year-old male drink
driver who was over four times the limit during week two of the
campaign.
Police will carry out breath tests on ANYONE who is
stopped for a moving traffic offence and patrols will be increased
throughout the four-week campaign across each Area Command.
Within Northern Constabulary Force area if you are
caught drink or drug driving on a Friday you may even find yourself
being locked up for the weekend.
Any driver involved in a collision, even if caused by
another driver, will be breath tested. Legislation also empowers Police
to require suspected drug drivers to undertake a roadside impairment
test and refusal to do so results in an offence being committed.

is about to take drink or drugs before driving is urged to contact their

NORTH DRINK DRIVER’S DISREGARD FOR CONSEQUENCES AS WEEK ONE OF FESTIVE
ROAD SAFETY CAMPAIGN ENDS
A SUTHERLAND driver was caught drink driving twice in the space of two
days underlining Northern Constabulary’s promise to crackdown on
offenders. Police caught the 58-year-old man on two separate occasions.
On the first occasion he was found to be more than twice the legal limit
and on the second over four times.
Northern Constabulary launched its annual Festive

THE ANNUAL FESTIVE DRINK AND DRUG DRIVING CAMPAIGN
This will run from Friday 7th December 2007 to Friday 4th January
2008.
These Campaigns will see a marked increase in the number of high
visibility pro-active patrols on the street at any given time.
The Communities Against Alcohol Fuelled Violence will focus mainly on
late afternoon, evening and night time, with licensed premises being
checked on a regular basis by uniformed officers, thus giving
re-assurance to the public.
The Festive Drink and Drug Driving Campaign will target suspected
offenders and there will be a marked increase in vehicle stop checks,
not only at night time, but also early in the morning to target those
who are under the influence from having indulged the previous night.
These are both high profile campaigns, which will be given considerable
media coverage.

Substantial Heroin Seizure In The Black Isle
Northern Constabulary have announced that as a result of house searches
in the Black Isle area, a substantial amount of Heroin has been seized.
The street value of this seizure is thought to be in the region of
£100,000. A 27 year old man is expected to appear at Dornoch Sheriff
Court on 3rd December 2007. Police also confirm that during this
operation they recovered a firearm, which had been stolen during a break
in to a private dwelling house in the Black Isle during December 2006.
Detective Inspector Gus MacPherson, based in Dingwall, commented; "This
is a significant seizure and our enquiries are ongoing."
Area Commander, Superintendent John Darcy, added; "This is the second
major seizure of Heroin in this area this year and underlines our
commitment in targeting those involved in drug trafficking, particularly
Heroin."
Earlier this year, another operation resulted in five individuals being
sent to a total of 25 years for their part in a Heroin supply operation
based in the Black Isle area.

Fraud - A Card From PDS (Parcel Delivery Service)
POLICE are advising the public to be aware of a postal scam which has
been highlighted by the Royal Mail and Trading Standards. A card is
posted through your door from a company called PDS (Parcel Delivery
Service) suggesting that they were unable to deliver a parcel and that
you need to contact them on 0906 6611911 (a premium rate number). Do not
call this number, as this is a mail scam originating from Belize. If you
call the number and you start to hear a recorded message you will
already have been billed £15 for the phone call. If you do receive a
card with these details, then please contact Royal Mail Fraud on 0207

POLICE AND PARTNERS ISSUE REMINDER TO PUBLIC ON THE DANGERS POSED BY
FIREWORKS
THE consequences of the inappropriate use of fireworks are well
documented and Northern Constabulary and partner agencies are is urging
the public to act responsibly as the firework season begins in earnest.
Historically, the busiest time for the Force in
relation to firework incidents is during October and November.
Legislation aimed at reducing the number of fireworks
falling into the hands of children and young people was introduced in
October 2004, making it an offence for a person under the age of 18
to possess a firework in a public place.
The Fireworks (Scotland) Regulations 2004, created
the offence of setting off a firework between 11pm and 7am, with the
exception of November 5 (Guy Fawkes Night). Although even then it would
be an offence to set fireworks off after midnight.
Police now have the power to search, and in
certain circumstances arrest, without warrant, any person under 18 they
believe may be in possession of a firework. There are also powers of
arrest in relation to the inappropriate use of fireworks by someone over
18.
Most people are aware of the catastrophic
consequences of firework misuse. The legislation is aimed at ensuring
our communities enjoy a safer firework season.
For many people one of the most infuriating elements
at this time of year is the anti-social use of fireworks.
The inappropriate use of fireworks is the basis of
the next phase of the Scottish Executive’s crackdown on violence and
anti-social behaviour, under the Safer Scotland banner.
Inspector Gordon MacLeod from Northern Constabulary’s
Community Safety Unit said: “Fireworks, if used responsibly, can provide
a great deal of entertainment for everyone.
“However, if they get into the hands of someone
irresponsible the consequences can be disastrous.
“We will be taking a tough stance in relation to
fireworks and those found in possession of these items, if they are
underage or deemed to be using them in an anti-social manner, will be
dealt with appropriately.
“Police now have the power of search if they suspect
someone underage may be in possession of fireworks and this should be
born in mind.”
Inspector MacLeod is also appealing to the public
to report anyone they see acting irresponsibly when it comes to the use
of fireworks. He also warned those who deliberately target animals,
using fireworks that they will be dealt with robustly.
Regional Superintendent Alistair MacLeod of the
Scottish SPCA in Inverness advises pet owners in the Highlands (during
firework season) to contain their pets - there is less chance of an
animal escaping in fright or causing themselves serious harm if they
stay in one safe place.
He said: “Keep your dog on a lead - many dogs will
bolt if they hear fireworks while out on a walk.
“Keep your pets indoors after dark - rabbits in
hutches should be brought inside and dogs and cats should be in the
house. Close your curtains and turn up the TV or radio - the extra noise
will help to muffle the sound of the fireworks.
“Stay at home with your pets and act normally.
Remember loud fireworks can scare animals to death.
“Equally, when releasing fireworks in the
countryside, please be mindful of livestock and horses that could be
startled and become a hazard as a result.”
Police have seen a rise in the number of complaints
in relation to fireworks during the months of October and November and
Highland Fire and Rescue Service have also issued their own warning in
conjunction with Police.
Station Manager Graham Clark of the Highlands and
Islands Fire and Rescue Service, said: “Fireworks are not toys they are
explosives and can be lethal. Even sparklers burn at approximately
2000°C, so they should never be given to under 5’s and other young
children using them should be supervised at all times.
“If possible, attend an organised display. If you are
unable to, and are planning using fireworks at home, follow the Firework
Code very closely.”
He added: “Avoid drinking alcohol to excess as this
may increase the risk greatly and affects the ability of adults to
properly supervise children in these circumstances."

sale and safe storage of fireworks and it is widely recognised that
their sale to those under 18, or the sale of professional display
fireworks to the general public, can make a significant and very
unwelcome contribution to the problems caused by fireworks at this time
of year.
Gordon Robb, Highland Council, Principal Trading
Standards Officer based in Inverness, said: “The successful
prosecution of two retailers in recent years and the continued vigilance
of Trading Standards staff in identifying and dealing with irresponsible
businesses will hopefully help to eliminate such practices.”
Trading Standards also advises that anyone who is
planning on putting on a display of any size themselves should make sure
they know what they are doing and they should be aware that they are
legally required to ensure that the fireworks are kept in a safe and
secure manner prior to use.
Meanwhile the Crown Office and Procurator Fiscal
say it is committed to fast tracking cases involving fireworks misuse in
order that offenders can be dealt with swiftly.
Area Procurator Fiscal Andrew Laing said: “I am happy
to be able to assist Northern Constabulary with this fast track scheme
in relation to fireworks.”

North Police Will Increase Patrols To Enforce Fireworks Laws
Police in Caithness and Sutherland are reminding the public about laws
in force regarding the illegal use of fireworks. Every year people enjoy
fireworks to celebrate all sorts of occasions. However, a small minority
of people use fireworks as tools to harass or as weapons to injure and
maim people and animals. Such Incidents inevitably result in injury and
damage and involve antisocial behaviour with potentially serious
consequences.
General Laws
It is illegal to set off fireworks between 11pm and 7am with an
exception allowing the extension of this period until midnight on the
5th November.
It is prohibited to sell fireworks to, or for a
person under the age of 18 years to be in possession of fireworks.
It is illegal to set off Fireworks in a public place.
Safety

Fight And Vandalism In Traill Street, Thurso
Police in Thurso are appealing for witnesses to a fight that took place
outside the Royal Hotel, Traill Street,Thurso about 3.40pm Saturday 20th
October 07.
It is believed that several males were involved in this fight that
spilled onto the road. During this disturbance, a VW Golf sustained
damage to it’s windscreen and a BMW was kicked, causing damage to it’s
panels.

Road Traffic Collision - Princes Street, Thurso
About 12:05 hours on Sunday, 14 October 2007, a road traffic collision
occurred on Princes Street, Thurso, Caithness, when a southbound motor
car drifted to the nearside of the roadway and collided with a parked
and unattended vehicle. This vehicle was shunted forward striking a
second parked and unattended vehicle. The driver and sole occupant of
the southbound vehicle, following treatment at the locus was conveyed,
by road ambulance, to Caithness General hospital at Wick. This casualty
remains unconscious and in a serious condition and has been transferred,
by air ambulance, to Raigmore hospital, Inverness. The identity of the
casualty has been established but is not being released until next of
kin have been informed.

Man Arrested For Post Office Break-In - Glenuig
POLICE have arrested one man and are currently looking for a second in
connection with an alleged break in at Glenuig Post Office in the
Lochaber area. A 51-year-old man is in Police custody and officers are
still looking for a man in his 30s in connection with a break in at the
Post Office last night (early evening). Glenuig is on the A861 between
Lochailort and Acharacle. Around 20 officers, including members of the
Police dog section are currently searching in the area.

Vandalism - Heathfield Road, Thurso
Police in Thurso are appealing for witnesses in relation to damage
caused to a car parked and unattended on Heathfield Road, Thurso. The
damage has been caused between about 0630 hours and 1400 hours on
Tuesday 9th October 2007. The damage consists of a large indentation to
the cars bonnet. Police are looking for any witnesses who may have any
knowledge as to how the damage may have occurred and in particular the
details of a red vehicle with a trailer that was seen near to the
damaged vehicle about this time.

FATAL Road Traffic Collision AT CASTLETOWN - UPDATE
Further to our previous media releases issued earlier this date:
The vehicle concerned was carrying six persons - three males and three
females.
It is now confirmed that the 15 year old female passenger who died was -
ABIGAIL WENDY-JADE SIMPSON, 'Baruch', 22 Ola Drive, Scrabster,
Caithness.
A second female passenger, aged 14 years, has been transferred to
Aberdeen Royal Infirmary suffering from spinal injuries.
The third female passenger, aged 15 years, was admitted to Caithness
General Hospital suffering from minor grazes and bruising.
A 17 year old male passenger required hospital treatment for a minor
head injury.
The second male passenger and the male driver escaped unhurt.

Two Men Arrested for Fire At Academy Street, Inverness
At approximately 2.30 pm on Saturday, 6th October, 2007, a fire was
discovered within the unoccupied building known as Caledonia House,
Academy Street, Inverness. The fire was successfully extinguished by
Highalnds and Islands Fire and Rescue Service, during which time Academy
Street was closed to traffic, between Chapel Street and Queensgate. Two
persons have now been arrested in relation to the fire and will appear
from custody at Inverness Sheriff Court, on Tuesday, 9th October. At
this stage, there is nothing to link this incident with recent major
fires in the Inverness area.

Further to the fatal RTC which occurred on the A836 road near Castletown
The single motor car involved was a Ford Fiesta, driven by a young male.
A number of other young persons were also in the car. In addition to the
fatality, one of the passengers has been transferred to Aberdeen Royal
Infirmary with spinal injuries. The remaining passengers escaped with
minor injuries. Police wish to repeat their appeal for information from
anyone who may have information relating to the collision, asking them

Fatal Road Traffic Collision - A836 (Main Street) Castletown
About 9.40pm on Saturday 6th October 2007, a one vehicle road traffic
collision occurred on the A836 Thurso to John O'Groats road at Main
Street, Castletown, Caithness. As a result of the collision, a 15 year
old girl, who was a passenger in the vehicle, sustained fatal injuries.
The road was closed until about 4.15 am this morning while officers from
Northern Constabulary Road Policing Section carried out an
investigation. Details of the deceased are not being released until next
of kin have been informed. Police are appealing for anyone who may have
witnessed the collision to contact the Road Policing Section at Dingwall

NEW AREA COMMANDER APPOINTED TO CAITHNESS AND SUTHERLAND
NORTHERN Constabulary are happy to report that Superintendent Arnott has
been appointed as the new Area Commander for the Caithness and
Sutherland Area Command.
Superintendent Arnott took up post in Wick on Monday
17 September 2007. Supt Arnott, who has 29 years’ Police service, has
served in Ross & Cromarty, Western Isles, Shetland and Inverness and has
for the last four years been Chief Inspector in the Operational Support
Service Unit, Headquarters.
Supt Arnott said: “I am very much looking forward to
the challenge of leading the officers and members of support staff in
Caithness and Sutherland, building upon the successes they have already
achieved.
“I know there are many policing challenges in the
area, Antisocial Behaviour, Vandalism, Drugs and the Reduction of Road
Accident Casualties will continue to be our priority. I intend to ensure
that the communities of Caithness and Sutherland receive the best
policing service possible.”
Supt Arnott will be based at Wick Police Office. Supt
Arnott thanked Chief Inspector John McDonald and Inspector Mhairi Grant
for their contribution over the last four years. CI McDonald and Insp
Grant are both transferring to new posts at Police Headquarters.
There are other changes in the Command Team at Wick.
Detective Inspector Mark MacKay has taken up post in Wick. Previously
served at Inverness and Shetland, Det Insp MacKay will have
responsibility for Shetland, Orkney, Caithness and Sutherland.

NORTHERN CONSTABULARY INVESTIGATE TWO FIRES IN INVERNESS
NORTHERN Constabulary are currently investigating with Highlands and
Islands Fire and Rescue Service (HIFRS) the cause of two separate
serious fires within Inverness since Saturday (15 September 2007).
The first serious fire happened overnight on Saturday
15 September 2007 at the former Craig Dunain Hospital. The fire was
tackled by a number of fire appliances and crews and it was quickly
contained to the central core of the building but took many hours to
fully control it.
The building assessment took place earlier this week
and the outcome was that the building was declared unsafe for fire
investigators to enter. Specialists in this area are now looking at ways
in which to make the affected area safe for entry, but this is expected
to take some weeks before this is possible.
Northern Constabulary commenced the joint fire and
police investigation with HIFRS on Saturday and this remains to be
ongoing.
The second serious fire this week happened last night
at the Old Youth Hostel on Old Edinburgh Road, Inverness. This
unoccupied building was controlled swiftly by HIFRS and it took most of
the night to completely extinguish.
The building will now have to be assessed by
specialists in order to ascertain whether it is safe to enter and
investigations to commence within the unoccupied premises. A joint
Police and Fire investigation has commenced in order to determine the
cause of this incident.
Northern Constabulary are in the process of
investigating both of these serious incidents and until such time that
this is complete it would be inappropriate to comment on such issues as
cause, linkage and other topical points.

Craig Dunain, Inverness Fire Early Saturday morning
NORTHERN Constabulary can now report that the fire at former Craig
Dunain Hospital has now been fully extinguished by Highlands and Islands
Fire and Rescue Service. Police are fire personnel are still in
attendance at the scene. Structural engineers are undertaking an
assessment of the former hospital building and police put a cordon in
place in order to maintain its integrity.
Inquiries have started into ascertaining the cause of the fire. This is
at an early stage and proving difficult due to the dangerous state of
the structure of the building and it may be some days before
investigators can gain access. The cause of the fire is therefore at
this stage undetermined.

Man Charged With Vandlasm Incidents In Thurso
People in Thurso may have noticed a large plate-glass window at “We
Frame It”, Olrig Street, Thurso as having been broken as a result of a
recent incident of vandalism on 6th September 2007. The same night,
flower boxes on Traill Street, Thurso were also vandalised resulting in
a large number of bedding plants being destroyed and damage was done to
the doorway at the Royal Hotel, Thurso.
A 30 year-old Thurso man was detained at the time of these incidents and
is to be the subject of a report to the Procurator Fiscal in Wick.
Police Looking For A Man Involved in Assault in
Kinnaird Street, Wick
About 1630 hours Saturday 15th September 2007 a male was assaulted on
Kinnaird Street Wick. The assault was carried out by another male
described as 19 to 20 years of age, approx 5`11 in height and of a slim
build. He was wearing a Rangers tracksuit and was in the company of two
other males who did not take part in the assault. Police wish to know
the identity of this male.
Two Dogs Injured By Unknown Assaillant
Police in Wick are appealing for witnesses to two dogs being injured in
the George Street, Wick area between 0990hrs on 31/08/07 and 1000hrs on
01/09/07. Two dogs sustained a cut to one of their legs by an unknown
implement.

Police in Wick are investigating a vandalism, whereby the rear passenger
door, bonnet and roof of a car was damaged as it was parked on John

ANOTHER SUCCESSFUL YEAR FOR NORTHERN CONSTABULARY IS HIGHLIGHTED BY
RISE IN DETECTION LEVEL
NORTHERN Constabulary Chief Constable Ian Latimer today told a meeting
of the Northern Joint Police Board that the Force continues to make a
positive contribution to the wellbeing of the Highlands and Islands. At
today’s meeting at Highland Council HQ in Inverness the Chief Constable
officially launched the Force’s Public Performance Report for 2006/07.
The Force has traditionally enjoyed a high level of
detected crime and the past year has been no different with a detection
rate of 65.4%, the highest in the UK. That figure shows a 1.8% increase
on last year’s detection rate. Nearly two of every three crimes reported
to Northern Constabulary in 2006/07 were detected. One of the most
notable aspects of this year’s report is the 5.7% reduction in the
number of road collisions. There were 206 fewer collisions in 2006/07
and a 7% reduction in the number of road traffic offences.
Another positive aspect is the 19.6% increase in the
detection of crimes involving dangerous drugs. One of the Force’s main
strategic priorities is to reduce the availability of illegal drugs in
our communities and to increase identification and detection of people
engaged in the supply of drugs.
Over the past year the Force has seen a 12.1%
increase in crime, and whilst this figure may appear relatively high it
must be put in to context and be attributed to the fact that the Force
increased its pro-activity in relation to the detection of crimes
involving illegal drugs and has had a number of high profile major
events in the Force area.
Chief Constable Ian Latimer said: “I have pleasure in
presenting my sixth Public Performance Report as Chief Constable of
Northern Constabulary. “As in all previous years, the report emphasises
my continuing personal commitment to the delivery of effective and
efficient police services that are focused on meeting local needs.
“The Highlands and Island’s continues to be one of
the safest places in the U.K. to live and work, with low levels of
recorded crime and high rates of crime detection. Our detection rate for
the past year stands at 65.4%, which will be the envy of Force’s across
the UK.
He added: “Northern Constabulary has again achieved
excellent results in delivering a range of modern and progressive Police
services that contribute to making the Highlands and Islands a safe
place to live, work and visit.
Mr Latimer praised the performance of his officers
and the support received from members of the Northern Joint Police
Board. He also highlighted the Force’s increased pro-activity in
relation to illegal drugs.
“The Force has detected 19.6% more crimes involving
illegal drugs in 2006/07 and we intend to build on that success next
year to ensure that fewer drugs enter the Force area, as they have an
adverse affect on the quality of life of our communities, said Mr
Latimer.”
He concluded: “The emphasis within the report is
consistent with previous years and remains focused on highlighting the
operational and organisational performance of Northern Constabulary and
its many constituent units.
“The performance report accurately reflects the
significant achievements of Northern Constabulary over the past
financial year and I hope demonstrates to all my continuing commitment
to the Highlands and Islands.”
Notable Successes 2005/06
¨ 23.8% reduction in fraud
¨ Operation Album – saw the recovery of 28oz of heroin with a street
value of £100,000. Six were arrested which included all principal
targets and the Liverpool drug courier.
¨ Shetland, Orkney and the Western Isles are among the safest places to
live and work in the UK with detection rates of 71.7%, 73.4% and 73%
respectively.
¨ Large reduction in cases of fraud from 744 in 05/06 to 566 in 06/07
¨ Reduction in the number of people seriously injured from 192 to 188
and drop in numbers slightly injured from 895 in 05/06 and 873 in 06/07.

Embo Post Office Break In
Overnight Monday 3rd / Tuesday 4th September 2007, the Post Office, Back
Street, Embo, Sutherland was broken into. The safe containing
approximately £8,000 cash, postal orders, stamps and utilities cards,
was stolen. This appears to be a further incident in a series of
break-ins that have been committed since July 2007 at rural Post Offices
and Industrial Premises throughout the Caithness and Sutherland area.

NORTHERN IS LATEST FORCE TO INTRODUCE FIXED PENALTY NOTICES TO TACKLE
ANTI- SOCIAL BEHAVIOUR
POLICE officers across the Highlands and Islands will have the power
to issue Fixed Penalty Notices to perpetrators of a range of relatively
minor anti-social behaviour related offences from Friday 7 September
2007.
This is part of a nationwide initiative to make areas
of the Criminal Justice System more effective.
All Scottish forces will implement this new power. In
fact a number of force have already gone live with the initiative and
are starting to see the benefits of effectively dealing with low level
crime and the freeing up of officer time as well as court time.
The offences covered by the Fixed Penalty Notices
include;
-
Riotous behaviour whilst drunk in licensed premises
-
Refusing to leave licensed premises on being
requested to do so
-
Urinating or defecating in circumstances causing
annoyance to others
-
Being drunk and incapable in a public place
-
Having been required to stop, persisting to play
musical instruments, singing, playing radios etc to the annoyance of
others
-
Vandalism
-
Consume alcoholic liquor in a public place
-
Breach of the Peace
The Fixed Penalty for these offences is currently set
at £40.
A number of conditions have to be met before an
officer can issue a Penalty Notice as opposed to taking the more
traditional route of reporting such matters as such to the Procurator
Fiscal.
Once a Penalty Notice has been issued the subject of
the Notice has 28 days in which to pay the penalty or request a Court
hearing. Should the person not respond to the Notice, the penalty is
automatically registered as a fine of 1½ times the penalty and then
Court processes are started in respect of recovering the outstanding
amount.
Fines are payable to local District Courts or at the
majority of Highland Council Service Points.
Should the person request a Court hearing, a Police
report is submitted to the Procurator Fiscal for passage through the
Court system as at present.
Northern Constabulary’s Head of Operations, Chief
Superintendent Bruce Duncan said: “It is expected that the
implementation of this Fixed Penalty scheme will provide Police with a
new effective alternative means of dealing with low-level anti social
offending, deliver swift, simple and effective justice that carries a
deterrent effect and reduces the amount of time Police Officers spend
completing paperwork and attending Court.
“This in turn will lead to an increase in the amount
of time Officers can spend on the streets dealing with the multitude of
matters which communities expect.”
The scheme is also being backed by Highland Council
and Councillor Margaret Davidson, Chairman of the Council’s Housing and
Social Work Committee, welcomed the introduction of the fixed penalty
notice system.
She said: “This will provide a more efficient way for
the Police to deal with those who commit certain minor crimes and
offences, without the need to take the police officer off the street to
prepare reports, thereby ensuring that such crimes/offences do not go
unpunished, as sometimes happens, and without adding to administration
and bureaucracy.
“With the combined resources of the statutory and
voluntary agencies, I believe we can maintain and enhance the quality of
life for our communities in the Highlands, and continue to enjoy the
reputation of being the safest area of Britain.”

These results show that, despite a
persistent minority that still drink and drive, the social stigma is
stronger than ever and the majority of Scots find drinking and then
driving totally unacceptable.
The poll, commissioned on behalf of
Road Safety Scotland and
the Association
Of Chief Police Officers In Scotland (ACPOS), surveyed over 7000 people and coincided
with ACPOS summer anti-drink drive campaign. The campaign, which ran
nation-wide, saw Scots being breathalysed when stopped for any moving
traffic offence.
Says Assistant Chief Constable Jim
Green, Secretary of the ACPOS Road Policing Business Area: "These
figures are very encouraging and show that, for the majority of the
Scottish population, the drink drive message is getting through. During
our two week campaign, the number of drivers caught for drink driving
rose by almost a quarter, which shows that breathalysing more drivers is
having a positive effect on the number of people we are catching. It's
great to see the public supporting tougher police action in this area
but it is equally disappointing to see a small number of motorists fail
to heed our message."
Michael McDonnell, Director of Road
Safety Scotland, said that drivers also need to make sure they take care
the morning after: "It takes much longer than you think for your body to
process alcohol and, if you drink the night before, there's still a
chance you'll be over the limit the next day. The consequences of drink
driving are severe and just start with losing your licence. The only way
to make sure you don't get caught is simple: Don't Risk It!"

collision occurred on the B876 Reiss to Castletown road at the Lyth
junction, involving a Ford Transit minibus and a Peugeot 205 motor car.
As a result, the vehicles were extensively damaged and left the roadway,
colliding with and destroying an extension to the 'Subsea 7' business
premises. Four members of the public (two from each vehicle) were
conveyed to Caithness General Hospital where they were treated for very
minor injuries before being released. Enquiries into the incident are
continuing and police at Wick ask for anyone who may have witnessed it

From 1400 hours this date - Tuesday 17 JULY 2007 - Northern Constabulary
have received numerous reports of flooding throughout the mainland force
area.
It appears that there have been very localised, sudden
downpours of rain causing serious flooding in certain areas.
Areas affected have included:
The A832 road between its junction with the A835 road (Gorstan junction)
and Achnasheen, near to Lochluichart village. The road here was flooded
to a depth of approximately 2 feet and debris was washed onto its
surface. The road was blocked for a short time but re-opened after
assistance from Ross and Cromarty Roads Department.
Easter Ross was particularly badly affected with
flooding and minor road collapses in and around the Ardross, Struie and
Edderton areas -
Part of the roadway near to Achandounie, Ardross,
collapsed.
Various parts of the roadway on the B9176 Struie road
- leading from Ardross to Easter Fearn, near Edderton, were affected by
water and associated debris. This road was also closed for a time to
allow Police and Council staff to review the situation and make safety
assessments. It is now open with Traffic Management (traffic lights,
signs, cones) in place in various locations.
The A836 road from Easter Fearn through Edderton to
the Dornoch Bridge roundabout on the A9 has also been badly affected by
water and a minor landslide. This road remains closed at this time and
there is no indication when it may be re-opened. This is a short section
of the roadway and local diversions are in place.
The main A9 Inverness to Perth road at that part known
as the Slochd is also currently affected. Currently vehicles are being
escorted through flood water by Police. This is causing slight
tailbacks/delays for drivers.
With further heavy downpours being forecast for the
rest of this evening/night, drivers are asked to drive with all due
consideration to the prevailing weather conditions, reduce their speed
and use vehicle lights whenever appropriate outwith the hours of
darkness. Drivers should
'expect the unexpected' given the very localised and sudden floods being
experienced. Particular attention should be paid to any road signs or
other traffic management measures.

Body Found In Kirkwall Harbour
About 1115 hours on Sunday 15th July 2007, a report was received of a
body in Kirkwall harbour. Police attended and recovered the remains of a
male from the water which have subsequently been identified as Ronald
James Swanney, Bn 07/09/61, 1 Burnside, Kirkwall. Police would request
information from anyone who may have seen Mr Swanney on the evening of
Saturday 14th July 2007 or early hours of Sunday, 15th July 2007.
Enquiries are ongoing at present regarding this incident.

NORTHERN CONSTABULARY AND EVENT ORGANISERS ISSUE ADVICE OVER PARKING FOR
WEEKEND ELTON JOHN CONCERT
NORTHERN Constabulary and organisers of this
Sunday’s Elton John concert at Tulloch Caledonian Stadium in Inverness
have issued traffic advice to concert goers. Police and organisers would
like to remind those attending the event, which is expected to attract
18,000 people, that there is no parking at the stadium unless you are
the holder of a VIP or disabled car pass. If it is possible to get to
Caledonian Stadium by foot Police and organisers would encourage them to
do so to reduce traffic congestion and parking issues in the area around
the stadium.
Stadium Road is restricted to one
way towards the harbour between the Longman Salt Depot and the junction
at Longman Drive.
There are facilities for drop off and pick up to and
from the event.
If the journey by car is essential please note the car
parks that have been specifically allocated for this event are that of
Rose Street, the harbour area, the Eastgate Centre at Falcon Square
entrance and Strothers Lane.
As there will be no public transport specifically for
this event, those attending are advised to leave plenty of time for the
journey and be prepared to walk to the venue.

Two People, A Horse and A Dog Walking John O'Groats to Lands End - Watch
Out for Them
NORTHERN Constabulary is aware of a walk from John O'Groats to Lands End
which is currently being undertaken by two persons with a horse and dog.
It is being done for the benefit of an animal charity.
They are presently walking through East Sutherland on the A9 and will be
using that road until at least Friday when they hope to move off the
main route.
The road is very busy at this time and heavy rain showers are
experienced, causing problems with visibility and spray.
Motorists are urged to be vigilant for the walkers who are moving very
slowly but are wearing visible garments.

NORTHERN CONSTABULARY RESPONSE TO REDUCTION IN UK TERROR
THREAT LEVEL
In line with Scotland's other Forces Northern Constabulary has reduced
its threat level from critical to severe.
A spokesman for Northern Constabulary said: "Yesterday evening the Joint
Terrorism and Analysis Centre (JTAC) changed the national threat level
from critical to severe. This means that a terrorist attack is highly
likely, but the intelligence assessment suggests that an attack is no
longer imminent.
"The reduction of the threat level does not mean the threat has gone
away - there remains a real and serious threat against the UK, therefore
the Force advises the public to remain vigilant.
"Although protective security levels will become less intense, there
will remain higher than usual levels of Police activity to reflect the
recent events in London and Glasgow.
"The decision to change the threat level is made by JTAC based on the
very latest intelligence, capability, intent and timescale. The threat
level remains under constant review.
"Northern Constabulary would like to reassure the public that the Force
will continue doing absolutely everything in its power to keep them safe
and would like to thank them for their patience and forebearance during
this difficult period."

Northern Constabulary's Head of Operations, Chief Superintendent
Bruce Duncan said: "Northern Constabulary and other Forces across the
United Kingdom are being kept up-to-date with developments in the
Strathclyde area.
"We are working with them and our partners to help ensure that
contingency plans are in place for any eventuality.
"We also aim to provide the right balance

3 Hydro Runners Weighing 6 Tonnes Each Stolen From Shin Hydro Station
Between 1630hrs
on Thursday 7th and 09:00hrs on Wednesday 13th June 2007. 3 x Hydro
runners were stolen from an outdoor storage point at Shin Power Station,
Lairg, Sutherland. The runners were removed from service approximately 3
years ago and had been stored in an area where recent construction work
has taken place at the Power station. Each item weighs approximately 6
tonnes, two are made of stainless steel one is bronze. They would
require specialist lifting gear to remove from the locus. A “skip style”

CAR FIRE - WICK
About 0220 hours this morning - Wednesday 30 May 2007 - a car was found
on fire on Kennedy Terrace, Wick. The fire was extinguished by one unit
of the Highland and Islands Fire and Rescue Service. Enquiries are
continuing in an an effort to establish the cause of the fire. The
vehicle was badly damaged. No persons were injured. Meanwhile, anyone

Another Drug Seizure As Highland Police Step Up Action
NORTHERN Constabulary officers in Ross-shire have seized Heroin with an
estimated street value of more than £70,000. The seizure was made in the
Muir of Ord area on Thursday, 17th May, 2007. Detective Inspector Gus
MacPherson, based in Dingwall, described the seizure as "hugely
significant." A 38-year-old female is expected to appear at Dingwall
Sheriff Court today.

MINI MOTOS/QUAD BIKES - Police Confirm Legal Requirements
Northern Constabulary is once again reminding owners/users of mini
motos/quad bikes that they are mechanically propelled vehicles and as
such fall under the same conditions of any other motor vehicle if used
on a public road. If you have a mini-moto, and are using it in an area
where the public have access to, you are required to wear a crash
helmet, have a driving licence, a valid certificate of insurance
covering third parties, road tax and a valid MOT where applicable. Apart
from the wearing of a crash helmet all of the requirements apply to the
use of quad bikes. It should be noted that anyone found using a mini
moto or quad bike and not complying with the above legal requirements
will be reported to the Procurator Fiscal. This may result in a fine
and, where applicable, endorsements on your driving licence. You could

Council cracks down on litter louts in Inverness
The Highland Council is actively pursuing people who drop litter in the
centre of Inverness in a campaign to keep the Capital of the Highlands
clean and tidy.
People who carelessly discard
litter in any open place are committing a criminal offence under the
Environment Protection Act 1990, Throwing litter from vehicles onto
public land is also a littering offence under section 87 of the same
act. The term "litter" includes: wrappers, cans, bottles or packaging,
food remains, receipts and tickets, sweet wrappings, chewing gum and all
smoking related materials.
In Inverness, The Highland Council has officers who
have been given the powers to issue fixed penalty notices and they are
patrolling all the streets within Inverness City Centre supported by
Northern Constabulary.
Lorna Jackson, The Highland Council's Community Works
Officer said: "We have lately received a lot of criticism about litter
on our streets which includes discarded cigarette ends, fast food
packaging, broken glass and chewing gum in the City Centre which we find
very difficult to clean. We will be patrolling this area over the coming
weeks so that people get the message that they are actually breaking the
law by throwing their litter away ~ even cigarette ends.
"We have the full support of Northern Constabulary in
this initiative and CCTV cameras are being used as back up to support
the crack down. Offenders should be aware that if they are stopped by a
Highland Council authorised officer they will receive a fixed penalty
notice of £50. If fixed penalty notices are not paid within 28 days then
the fine doubles and if they don't pay after that then the Procurator
Fiscal is notified when fines can increase substantially.
"We are also trying to raise awareness among the
public that it is their Council Tax contributions that are being used to
clear up other peoples' rubbish. If people didn't throw rubbish in the
street, the Council would be able to concentrate its efforts in other
ways.
"We are taking this action in response to the many
complaints we have received from the public about litter, especially
since the introduction of the smoking ban in enclosed public spaces."
Stefan Krause, BID Co-ordinator from Inverness City
Centre Management said: "I am fully supportive of every new initiative
which will assist to get our city clean. I would like to see that our
customers, visitors and guests remember Inverness as a thriving and
welcoming city with local people who are proud to live in this fantastic
place on earth by taking care of their environment perhaps a little bit
more than in other cities, so that we would have a real chance to become
Britain's cleanest city in 2007."
The Highland Council will be rolling the litter
crack-down campaign out to other parts of Inverness as particular
problem areas are identified. Other areas that the Council are focusing
on are dog fouling, fly tipping and identifying those responsible for
the abandoning of vehicles all of which are finable offences. In the
next few weeks the Council will also be installing six new butt and gum
boxes on lamp stands around the city to assist the public with disposal
of both their chewing gum and cigarette butts.

Suspicious persons and vehicle
Between 0145 hours and 0200 hours, on 02/05/2007 within Helmsdale, two
males were disturbed in suspicious circumstances apparently attempting
to remove a generator. The males are described as both early 20's,
between 5'8" and 5'10", and slim build. Under the street light they
appeared to have either fair or bleached hair, short but not cropped.
They were also driving a car, fiesta or polo size with a wide bore
exhaust towing a small two wheeled, "home made" trailer. The vehicle was
possibly red.

House Breaking - Invergordon
During the daylight hours of Friday 20th April 2007, a substantial
quantity of money was stolen from a break-in to a house on King Street,
Invergordon near its junction with King Edward Court. A large proportion
of the stolen money is believed to be in new bank notes. It is requested

NORTHERN Constabulary are appealing for information following the theft
of an Ifor Trailer in Lybster between 1400 Sunday 15 April and 0830
Monday 16 April. The 12ft x 6ft item in question was taken from a car
park on Main Street, Lybster. The trailer is silvery/grey in colour and
is twin axled with four wheels. Police are currently investigating this

NORTHERN Constabulary are appealing for information regarding two
incidents of vandalism that took place between last Wednesday 11 April
and Sunday 15 April in the Wick area. The first incident occurred
between Wednesday 11 April and Sunday 15 April and involved the damage
of the Pavilion changing rooms at the football field in Watten. The
second happened between 1700 Thursday 12 April and 0900 Friday 13 April
and involved damage to a window at Wick Social Work Offices in High
Street, Wick. Police are conducting investigations and are keen to hear
from anyone who was in the areas at these times and noticed anything

Assault Wick - Police Appeal
NORTHERN Constabulary are appealing for information following the
assault of a woman in Wick at 0230 on 15 April 2007.
The incident took place in the Scalesburn area of Wick where a woman was
allegedly punched and kicked by a man and a woman. She was not seriously

Water Incident Orkney
Northern Constabulary are responding to an incident along with the Royal
Navy Dive Team, Coastguard and Doctor following reports of a vehicle
entering the water from the pier at Graemsay. The incident occurred on
Graemsay, a small island south of Stromness, Orkney at 1230 today and
police are investigating the cause at present time. The Royal Navy Dive
Team have removed the body of a man from the vehicle. It is believed the
deceased was the only occupant. No further details will be released
until next of kin have been informed.

NORTHERN CONSTABULARY RESPONSE TO WHITTAKER AND BREWER SENTENCE
NORTHERN
Constabulary today welcomed the sentencing of Peter Whittaker and Jason
Brewer at Edinburgh High Court. They were sentenced to a total of eight
years for drug dealing offences involving the class A drug heroin. This
intelligence led operation saw the two in question plus Darren Ross, who
will be sentenced at a later date, in possession of heroin with a street
value of over £100,000 last April. Police continue to pro-actively
target those involved in the use and supply of illegal drugs.
Northern Constabulary Chief Constable Ian Latimer has previously
highlighted the issue of illegal drugs coming from the Merseyside area.
This is just another example of the Force's commitment to tackling the
supply of illegal drugs to the Highlands & Islands. Detective
Superintendent Gordon Urquhart commented on today's sentencing, "This
was a substantial seizure of heroin that would have been distributed in
the city of Inverness.
"This drug type causes deaths of users and must be seen as the lethal
substance it is."
"The amount seized would have resulted in thousands of deals to
individuals. The purveyors of this trade deserve substantial jail
sentences."
Darren Ross will be appearing for sentencing in May this year in
Aberdeen.

Turbine was stolen from a yacht which was in dry storage at the Boat

THEFT OF TELEVISIONS
Between 0800 hours on 08 April and 1300 hours on 11 April 2007 - 2 x
AKURA 15" widescreen Nicam televisions - 435x440x190mm; black and silver
in colour and valued at valued at £119.99 each - were stolen from within
the Co-op Supermarker, Morangie Road, Tain. Both televisions were taken
out of their packaging. One lot of packaging was found within the
store's public toilets about 1800 hours on 10 April. A stock check
carried out about 1300 hours on 11 April 2007 revealed a second empty
box.
It is requested that anyone with information relating to this incident
or may have been in the store between the above stated times/dates and

Vandalism - Culloden
POLICE are appealing for information following an incident of vandalism
at a housing development in Woodlands Rise, Culloden. Between 6pm on
Monday 9 April and 8am on Tuesday 10 April a housing development under
construction at Woodlands Rise was entered. An unknown number of people
have opened a metal tank, causing the loss of approximately 1600 litres
of diesel fuel. The fuel soaked into the ground and a considerable clean
up operation is underway using specialist contractors under the
direction of SEPA to ensure this contamination does not reach the water
course. Yellow spray was also put on several windows.
Police are anxious to trace any witnesses who were in the area, or
anyone who can assist the investigation. Anyone with information is

Assault - Inverness
POLICE in Inverness are appealing for witnesses following an assault in
Carnarc Crescent, Inverness on the evening of 9 April 2007. A
34-year-old man received minor injuries following in the incident which
took place in the street at around 21.30 on Monday night. Its understood
a blunt instrument was used in the assault and Police are appealing for

Mountain Rescue - Glen Nevis
About 15:30hrs on Sunday 8th April 2007, Police at Fort William were
informed of a female walker who had fallen, sustaining an injury, whilst
descending the mountain track at Ben Nevis. Lochaber Mountain Rescue
Team were alerted and with the assistance of a rescue helicopter, which
was in the Lochaber area on a training exercise at the time, attended on
scene and located the female casualty. She was thereafter airlifted off
the hill and conveyed by ambulance to the Belford Hospital, Fort
William. The casualties details are not being released.

alledged indecent assault within a licensed premises on Baron Taylors
Street, Inverness. As a result of this a suspect has been identified.

House Fire - Helmsdale
Police in Sutherland report that investigations are currently ongoing
into a serious house fire which was reported on 03:57hrs Saturday 7th
April 2007 at 15 Sutherland Street, Helmsdale. Highlands and Islands
Fire and Rescue units along with police attended at locus. The property
sustained extensive damage and as a result a joint investigation into
the incident is ongoing

Road Accident - Unclassified Balloch/Culloden Moor Rd
About 0937hrs on Saturday 07th April 2007, a road accident occurred on
the above road, whereby a pedal cyclist was knocked from his cycle by a
vehicle which failed to stop at the scene. The vehicle is described as
being a small red saloon car, similar to a Ford Fiesta. The vehicle will
have sustained minor damage to its nearside door mirror. It may be that
the driver was not aware of the accident having taken place. Any person

April 2007, 24 Diazepam tablets were lost in the MacAulay Road, Castle
Grounds area of Stornoway. It is requested that should these tablets be
found, that they are handed into the nearest Police Station or Doctors
surgery immediately.

Attempted Murder - Inverness
About 0415 hours on Saturday 7th April 2007, Police attended a report of
a large disturbance taking place in Rosehaugh Road, Inverness. A 21 year
old man was found badly injured having received a stab wound to the
body. Following enquiries, 4 men aged between 19 and 21 have been
arrested for attempted murder and are due to appear at Inverness Sheriff
Court on Monday 9th April 2007. Any person with information is requested

Mountain Rescue - Isle Of Skye
About 1200hrs on 06/04/2007 a report was received via the 999 system
from a German male who was free climbing at the Table in the Quirnaig
area of the Trotternish Ridge. He reported that he was holding onto the
roacks and was stuck.
Stornoway Coastguard helicopter was dispatched and Skye Mountain Rescue
Team was called out.
The male who was believed to be alone was airlifted from the mountain,
uninjured.
