WICK PARISH COUNCIL MINUTE BOOKS

Lists those in attendance.
Meetings usually held twice monthly.
Meeting chiefly deal with applications from individuals for Poor Relief.
Includes occasional minutes of the Poorhouse Committee, Education Committee, Finance Committee, Law Committee, Sanitary Committee and reports from the Inspector of Nuisances.
Also includes details of housing conditions in the Wick area as well as measures taken to reduce the chances of cholera outbreaks.

CHILDRENS' SEPARATE REGISTER
As general registers, except that it will contain details of the circumstances of deserted or orphaned children in each Parish.
Classified as children until 14 years of age. Upon reaching the age of 14, they were struck off the register.

INSPECTORS' VISITING BOOKS
Normally pocket sized so that the Inspector could take the volume from house to house when he was calling to inspect the living conditions and state of health of applicants.
The Inspector would then report to the Parochial Board Members on the circumstances of the different individuals and advise as to whether they should be given assistance.
Numbers can be cross-referenced to the original Register of Applications in each Parish.

INSPECTORS' REPORT BOOK
Normally reports of street lighting, drains, water, matters of public health and reports of public nuisances.
Coincides with Thurso or Wick Police Commissioners minute books.

POOR RELIEF
The Act of the Scottish Parliament of 1579 laid down the general arrangements for poor relief, which was followed for several centuries. The Act itself was repealed only in 1906. One of the provisions of this Act called on each Parish to make a list of its own poor: those who had either been born in it, or who had acquired "residence" by a stay of at least seven years - this was later reduced to three years.

It was the Kirk Sessions who provided funds for the relief of the poor from various sources.

One of the main sources of income was voluntary collections at the Parish Churches.

In towns, according to the 1579 Act, the responsibility for providing relief lay with the provosts and bailies.

If further funds were required, money could be raised by imposing a tax on owners and occupiers of property within the parish.

The money raised was distributed for the relief of paupers listed on the Parochial Poor Roll. Occasional sums of money might be made to those suffering illness and unable to work; and to paupers travelling through the parish to reach their own parish of residence.

The burial costs of deceased paupers were paid for by the Parochial Board.

The considerable cost of maintaining paupers meant that there were strict procedures in place to obtain as much information as possible about the claimant before any relief was granted. The grant of money in relief of poverty was set at a lower rate than the earnings of the lowest paid worker. Grants were expected to be augmented by the charity of family, friends and neighbours.

The economic slumps and depressions of the 19th century, created unemployment and poverty and made it obvious that the old system of poor relief organised by the kirk sessions was inadequate.

In 1840 an association was formed in Edinburgh to argue for an enquiry into pauperism in Scotland. An official inquiry was called for by the General Assembly of 1841 but little happened. The Disruption in the Church of Scotland in 1843 caused a drop in congregational figures and collections for the poor, leaving the parish churches unable to provide for the needs of the poor.

In 1844, a committee was appointed to inquire into pauperism in Scotland and a lengthy questionnaire was sent to every parish in Scotland. From the information provided by these returns, as well as from personal visits to every presbytery, a report was drawn up.

In 1845, the Poor Law Amendment (Scotland) Act was passed.
