| The Highland Council is currently run by a coalition of Independents and the Liberal Democrats. Nine of the Caithness councillors are part of the ruling administration. Only councillor David Bremner is not part of the controlling administration - he is a non-aligned independent and is not one of the independent group who agreed to work with the Liberal Democrats - he was formerly a member of the Scottish National Party. The election in May 2007 with its new voting system changed the council from Independent councillors having a majority to one in which no group coulc take control on its own. Most independent councillors agreed to work together to help form an administration initially with the SNP but on SNP walking out the independents then agreed to form an administration with the Liberal Democrats.
